Grassroots Soccer

Where does Grassroots soccer begin? The U.S. Soccer Federation looks at grassroots soccer beginning at the college level, and bypasses the youth level, but, how can that be the grassroots for soccer? Can someone help me here? What we understand is that grassroots soccer starts between the ages of 5-8 years old and continues through to college.
